The tool was designed based on four main principles: i) target small to intermediate cities or municipal districts within bigger cities; ii) the municipality or local authority is leader of the process from day one; iii) leverages local knowledge through clear concepts and a participatory approach; iv) leads to a Resilience Framework for Action (RFA). The RFA represent the major outcome of the CityRAP tool implementation. The tool has been applied in Mozambique, Addis Ababa, Malawi, Madagascar, Union of Comoros, Cabo Verde, Sao Tome and Principe and Guinea-Bissau.
